MCI Grants One Time Permission

In the latest notice issued by the Medical Council of India (MCI) on September 14, 2018, the Council has decided to give one-time exemption to students who haven’t registered for NEET (National Eligibility cum Entrance Test), to take admission in MBBS course in medical institutes abroad. Such students will be granted admission to medical colleges outside India after the fulfillment of certain conditions set by MCI.

One-time exemption to non-NEET registered candidates

The council has issued a public notice giving one-time exemption to those candidates who have not at all registered for NEET, but also want to take admission to MBBS course from an outside the country, provided  the candidate should fulfill the following conditions:

1. Candidates must submit an undertaking stating they have not appeared/registered for NEET 2018.
2. Aspirants are also required to obtain an Eligibility Certificate from the Council before joining the foreign medical institute.

The notice also states that the council has all the rights to verify from CBSE whether the undertaking is genuine or not. In case the undertaking is found to be false or fake, an appropriate action, including the cancelation of the candidateship, would be taken by the council. NEET has become the main eligibility criteria for admission to medical courses offered by medical colleges outside India, while the result is accepted as the eligibility certificates. Thus, only those who have qualified NEET by securing minimum percentage marks are allowed to join MBBS courses in any medical institution abroad.

Earlier, on August 3, 2018, Delhi High Court had directed on a petition against the requirement of the National Eligibility cum Entrance Test this year to apply overseas to study medicine. The court asked the petitioners to request from the council a one-time exemption from the requirement of having to qualify NEET. Before NEET made mandatory by the council, those wishing to study outside India needed an eligibility certificate from the Medical Council of India certifying they had acquired 50 percent or more in 12th standard in Chemistry, Physics, and Biology. But, on March 8, 2018, the council issued a notice mentioning that NEET was made mandatory for candidates looking to study medicine abroad and that the requirement of eligibility certificate was being scrapped. The NEET score will be treated as the eligibility certificate stated the notice. Because student intake in the majority of medical colleges outside India will get over by the end of September, this may be the final chance for the students aspiring to study MBBS abroad.
