A Cabinet meeting under the chairmanship of the Prime Minister Shri Narendra Modi has cleared the National Medical Commission (NMC) Bill 2017, concluding the period of Medical Council of India (MCI) as the supreme medical education. The MCI (the Medical Council of India) was facing several allegations of corruption. Now, the NMC shall conduct the annual inspections of medical colleges and universities as well as recommends an exit exam for medical graduates after accomplishing their medical period. As per the NMC Bill 2017, there would be 25 members commission chosen by the search committee led by the Union Cabinet Secretary.
The NMC Bill 2017 is primarily recommended by the Parliamentary standing committee and Ranjit Roychowdhury Committee. The NMC Bill 2017 introduces an exit examination for medical graduates within three years of its passage by Parliament. It recognizes NEET (National Eligibility cum Entrance Test) as a common entrance test for MBBS admission across India and would introduce a common counselling and exit examination too. As per the NMC Bill 2017, there would be a Medical Advisory Council, which represents the states and medical universities or colleges need the permission of the council for their recognition and establishment. As per the NMC Bill 2017, The annual renewal of recognition of medical colleges has also been removed.
The council has finalized capping of 250 seats in medical colleges that can be increased by the colleges as well as they can start PG courses. The government has constituted one Medical Assessment and Rating Board, which conduct regular inspections. As per the NMC Bill 2017, the medical colleges can be fined if found violating the rules, including the governing of teachers, patients, laboratories and others. The fine can be half of the cumulative fees or 10 times of that amount which the colleges charged from their students.
